ENTO’s ACTIVITIES IN 1997 & 1998

In its meeting of the 3/4 July 1998 in Montpellier, the Bureau of ENTO asked the programme adviser to prepaire a report of ENTO’s activities singling out especially those activities that were carried out in favour of the Council of Europe. Here you have the report.
The report is divided into 2 short paragraphs:
- a first paragraph where the philosophy of the approach is being outlined
- a second paragraph where the main activiets are listed
a. Ento and its approach to the Council of Europe
In 1997 & 1998 Ento has tried to introduce a new way of doing things in the relationships between Council of Europe’s officials and its experts. This regards 2 main aspects:
- Council of Europe had no experience in the field of training and the constant presence of Ento’s programme adviser has been helping the Council to develop a know how on training. To this effect the activities listed in par. b under item 2 are particularly relevant.
- Ento’s has been prompting LODE PROGRAMME officials to adopt a new strategy as to the training activities in favour of central-eastern european countries; taking into consideration the necessity to activate some sort of multiplier effect, Ento’s programme advisor has been developing along with the officials of the LODE programme an approach that aims at creating trainers of trainers who are trained by the fact that they are engaged in the development of training modules and material; the approach has been used in the Russian Federation and it will be used in Moldova and Rumania.
b. main activities carried out from 01/01/997 till 31/12/1998
All the activities listed below have been carried out exclusively by ENTO; only the conference in Florence (see item n° 2) was carried out using both the logo of ENTO and of CROGEF, since the conference was organized and financed exclusively by CROGEF.
Here you have the activities listed according to their general aim:
- a new concept for training. engaging central-eastern european perspective trainers in the development of training modules and material:
- conference in St. Petersbourg (june 1997)
- seminar in Strasbourg (july 1997)
- 3 workshops in Moscow (september, december 1997 and march 1998)
- training of trainers in Budapest (june 1998)
- drafting of the brochure; translation and adaptation into RUSSIAN
- launching conference in Togliattigraad
- presentation of the project to the 24° International Conference of the International Institute of Administrative Sciences (Paris, 9th of September, 1998); the paper is going to be published by the IIAS in collaboration with the Bundesakademie fuer oeffentliche Verwaltung
- collaboration with lode officials to develop a professional approach to training:
- guidelines to subcontratct training activities (available to all members on the Ento’s website)
- conference in Trabzone on Local Selgovernment and training
- workshops in Syrodoneskt, Komsomoslks, Udzgorod (Ukraine)
- conference in Chisinau on Local Selgovernment and training
- conference in Florence on the role of training in the process of decentralization workshop in Tirana
- related activities:
- evaluation on the draft law to ratify the European Charter of Local Selfgovernment by the Republic of Lithuania
- evaluation of the draft law on local government’s procurement by the Russian Federation
- evaluation of the draft law on the status of local government officials of Rumania
- comparative survey on the management of local authorities property; ENTO might be asked to draft a training booklet on the issue
- expertise for the Congress of Local and Regional Authorities on the state of local democracy in the United Kingdoom
- other activities in favour only of Ento members:
- list of EU programmes available to local authorities (available on the website)
- survey on the implementation of performance related pay schemes in europena local authorities (in progress; the first step is over; see ad hoc paper)
- activation (in collaboration with ASMEZ) of the ENTO’s website
